Allow SwissPass to be used at access control

To maximize the usage of SwissPass, the SecuTix Access Control (Web control, Mobile device) now supports scanning SwissPass badge number.

Here are the steps 

1. A new option "Use SwissPass badge for Access Control" is now available at organization lev

2.  When printing ticket with shipment mode "RFID Loading" and support card type = "Swiss Pass": tickets are loaded into Swiss Pass as usual.

3. With this new option, for the above printed tickets, operators could use either a Web control/Barcode reader device/Access control mobile device or an RFID reader to scan the Swisspass number at the gate.
